Sam Hackley Newcomb

Sam Hackley Newcomb of Frankfort, son of the late Thornton “Nornie” Newcomb and Ruth Hackley Newcomb, passed away peacefully at Central Baptist Hospital on February 8, 2026 with his wife and son by his side. Age: 77

Sam was born March 13, 1948 in Marion County. He was a graduate of Campbellsville High School and Eastern Kentucky University earning a Bachelor’s Degree in Education. He made a profession of faith and was a member of Campbellsville Baptist Church and also attended First United Methodist Church of Frankfort.

Sam was elected Taylor County Circuit Court Clerk in 1988 and retired in 2005. Prior to his election, he was Chief Deputy.

Sam served as past President, Vice President and Treasurer of the Kentucky Association of Circuit Court Clerks, past President of Campbellsville Rotary Club and current member of the Board of Directors for Taylor County Bank.

He united in marriage to Shiela Wood Newcomb on January 11, 1971. Sam was survived by his wife of 55 years, Shiela Newcomb; his favorite and only son, Ryan; his two granddaughters, Elle and Claudia, who knew him as Papa, and who he loved fiercely and only slightly spoiled; his daughter-in-law, Ashley; and his brother, John Newcomb. Also surviving are his special cousins: Bobby Robertson, Eddie Claycomb, Ben Cook and Donabeth Doyle.

Sam also wanted to acknowledge two people who had a lasting and profound impact on his life, Laura Sue Toby and Marshall Lyon.
